TEİAŞ communication requirements are the official documents prepared by TEİAŞ and submitted to companies, covering the communication systems of facilities such as hydro, wind and geothermal plants, combined-cycle gas plants, organised industrial zones and substations that will connect to TEİAŞ over 154 kV or 380 kV lines under a connection agreement. The requirements document describes the communication system between the new facility and the facility it connects to, the capacity, and the technical characteristics of the equipment to be installed. It also explains, item by item, which load dispatch centre the 64 kbps leased line will terminate at, how telephone communication via PAX or a remote subscriber will be provided, the RTU system, and the components of the power line carrier system to be installed where the line is not OPGW.
Communication topics within scope
Communication under the TEİAŞ requirements consists of the following topics: communication of RTU and PAX devices over a Türk Telekom leased line, OPGW communication, and power line carrier communication.
For RTU and PAX communication, a PAX device is installed at the relevant switchyard as specified in the TEİAŞ requirements. The PAX device must be compatible with the PAX at the load dispatch centre, and communication runs over the leased line. Although the leased line speed is 64 kbps, the voice channel from the PAX is compressed on the multiplexer and occupies a 12 kbps band, while the RTU channel runs at 19,200 bps. The multiplexer combines these two channels and transmits them to the load dispatch centre over the leased line, where the remote multiplexer demultiplexes them back into voice and data. RTU devices typically transmit data at 19,200 kbps using the IEC 870-5-101 protocol.
The other communication devices within scope are the SDH and multiplexer (digital multiplexer) systems that operate over the OPGW cable. These establish an uninterrupted, reliable, high-speed (STM-1, STM-4, STM-16, STM-64) communication infrastructure between the substation and the switchyard it connects to. High-speed Ethernet, E1 and low-speed voice/data channels (E&M, FXS, FXO, Co-Dir, RS-232) are carried over the installed SDH and multiplexer systems.
Another part of the communication requirements is the teleprotection system. Communication of distance protection relays in substations is provided through teleprotection devices installed on the OPGW systems. These devices offer a dry-contact interface for relay communication and have 8 inputs and 8 outputs. A signal arriving at an input on one side appears at the output on the other side and triggers the relay through a dry contact, completing the loop.
Teleinformation plan and commissioning
Signal list
For RTU communication, a signal list is prepared under the teleinformation plan and submitted to TEİAŞ. It contains the content, details and addressing of each signal.
Database entry
Once TEİAŞ approves the signal list, it performs the database entry on its own system.
Point-to-point tests
An appointment is scheduled and, once the whole system is ready, point-to-point tests begin — consisting of a simulation test and a real-value test.
Acceptance
After all tests pass successfully, TEİAŞ issues a report and the installation of the system is complete.
